MSCommNet is the state radio network that has replaced most legacy systems, including those of the Maine State Police, Warden Service, State Forestry, Marine Patrol, Maine EMA, Department of Corrections, and some smaller state agencies.
Maine DOT has not transitioned to MSCommNet and continue to use their low-band system.
Harris (former Tyco-M/A Comm/former Ericson, former GE) is the primary vendor. All channels are rotated through as control channels. (Harris P25 standard)
The system is largely a digital, P25-IP, trunked VHF system with encryption capability
Seven solar-powered sites are digital conventional repeaters to eliminate the need for a continuous trunking control channel.
Each system site also has an analog conventional "RegionNet" interoperability repeater.
16 sites transmit a one-way analog simulcast of that area's primary SP talkgroup on their RegionNet to allow county/local public safety agencies to monitor them.
State Police, Forestry Rangers, Marine Patrol, and Warden Service have VHF/800 MHz. cross-band vehicle repeaters and multi-band portables.

Note: The 35### talk groups are mostly used to patch a RegionNet to a Zone primary group to allow non-state units access to the trunk system. They may also be used for repair purposes or to connect 2 or more regular TGs for various reasons. These TG numbers are temporary and assigned by the system in numerical order. In most cases, the traffic on the groups involved will only be heard on the Patch group when one is activated.
MSCOMMNET REGIONNETS
Each MSCommNet sites has an analog conventional RegionNet repeater for interoperability between state units operating on the digital system and local, county and federal agencies.
A conventional interop system is required as few, if any, local or county agencies are equipped with radios capable of P25 digital trunking.
RegionNets at 16 MSCommNet sites will also have a one-way analog simulcast of that zone's primary MSP talk group from the trunk system. Sites with this capability are marked SP.
This capability was added at the request of local and county law enforcement agencies that routinely monitor the State Police for information about state activity in their jurisdictions.
During testing, several RegionNets have been linked indicating that there are patch capabilities for wide area coverage.

State Police, State Forestry rangers and other law enforcement personnel are issued dual-band VHF/800 Mhz Portables
VHF traffic from vehicle radios will be repeated over an 800 MHz frequency to a portable radio.
Nationwide 800 MHz interoperability frequencies are included on Maine's FCC license.

MSCOMMNET "CAMPUS" SITES (LOCAL TRUNKED SYSTEMS)
Although much discussed in the initial MSCommNet information, enhancements to these "Campus Sites" appear to have been given a low priority. Corrections Dept. facilities apparently will continue with their existing radio systems.
